Special 26 is a gritty film that exposes the corruption at the heart of India's booming business. The film chronicles the true story of Operation Cocoon, an unprecedented crackdown on massive tax evasion by some of India’s richest corporate giants worth more than US$200 billion. The arrest at the Mumbai Airport is witnessed by Deputy Commissioner of Police Rakesh Maria (Naseeruddin Shah) who sets up a special team for this operation. The operation is codenamed “Special 26” after the number of officers involved, which include Maria himself. The team's leader is a newcomer to the force, Deputy Commissioner Ashok Natarajan (Ajay Devgn). The team members pose as jewellers and start negotiating with a laundry owner to buy their gold. The owner asks the team to come back in two days to conclude the deal. During this time, they get hold of an illegal book containing all names and information about all licensed jewellers in Mumbai, including their income and sales figures for tax deduction purposes. They use this information to set up a meeting with other gold dealers. They inform them about the arrest and manage to extort half of their gold, which is worth US$200 million, from the dealers. The gold is smuggled out of Mumbai and transported to Bangalore by a private security firm. The team copies the hard drives of five computers, which contain all information about every licensed jeweller in Mumbai. They then search through all the details of those named in the list and find one name that does not match those on the hard drives. They identify this as Sundeep Wadhwa (Nawazuddin Siddiqui) whom they arrest. They eventually find out that Sundeep is just a pawn in this game and that his boss is Tehmuraz (Pankaj Tripathi). Once they arrest Tehmuraz, they start looking for Deepak Rao (Prashant Prakash), who does not seem to be around. They visit Rao's house where his wife tells them about the huge amounts of money her husband receives, three times more than what could be possible with his actual income. The members advise her to come forward but she refuses, saying that it would put her husband's life in danger. The team then contacts Rakesh Maria who advises them to leave the city for their safety. The team asks Tehmuraz to come with them, unaware of the fact that they have been set up from the very beginning. Natarajan refuses to believe him, seeing it as a ploy to get himself caught in the trap. After a heated argument between both of them, Tehmuraz tells him that he had some incriminating evidence on Rao and had hidden it somewhere in his house. The team breaks into Rao's house and finds some encrypted hard drives. They break open some small safes and find a disk with a code written on it which is decrypted using a keypad provided by Tehmuraz.
